to achieve this goal
is to utilize the pressure
of our justice system.
If cruel people are
charged, arrested, tried
and jailed for their
actions, they will think
twice before they abuse,
maim or kill an animal
again. If they go unpunished
they will continue with
their horrible actions
with impunity.

feels that the laws
are already too light.
Someone who tortures
a dog or cat to death
is likely to get a maximum
of one year in prison.
Many get away with doing
community service. Unfortunately,
many people who abuse
or kill animals have
troubled backgrounds
themselves. Some are
juveniles. However,
we need to be vigilant
in the defense of cats
and dogs that fall to
the hands of cruel people.

know what happens to Chows in shelters. PLEASE NETWORK!!!!!
Courtney at the shelter is trying to get pix. They are purebreds. She thinks backyard breeder dumped them saying he found them running on the street. Cause he was man handling the adults and they did not react to him. Now they're fussy in the pound and not showing well cause they're stressed and confused. Not good for them.

Dear California Animal Supporter:
We are seeking support for legislation from all animal organizations banning the tethering or chaining of dogs in California. As you know, chaining results in an unnatural restriction of an animal's natural movement, leading to negative behavioral issues such as increased aggression, and often causing unnecessary suffering from lack of shelter access in harsh weather. Prolonged chaining is often accompanied by neglect, such as lack of potable water, food, socialization, and veterinary care. Chaining is also commonly associated with illegal dog fighting and animal abuse.
Complaints to local animal agencies by concerned citizens regarding the welfare of chained dogs adds to the workload of animal control officers. Prohibiting chaining will enable public agencies to devote time to other animal welfare issues and promote the enforcement of existing laws, such as California Penal Code section 597, requiring proper care for dogs. We need a concise letter as soon as possible, written on your organization's or agency's letterhead, addressed to "Members of the Legislature," stating your support for such legislation. Specific examples of the problems caused by chaining dogs would be welcome.
We also need your help interfacing with various local animal services agencies through out the state to broaden support for this bill. Informal contact with public officials has indicated a positive response to a ban on tethering in all major metropolitan areas. In short, the time is right for activists through out California to work together politically and improve safeguards for animals.
